The ideal candidate will have experience working with DoD/Aerospace contracts and complex subcontracts, strong knowledge of the FAR, DFARs and related agency procurement regulations, the ability to anticipate and/or recognize contractual/compliance issues and risks to counsel Program Management and notify/work with functional Business Units as required, and provide subcontractor oversight. A key aspect of this position’s role in the Division is to perform timely cradle-to-grave contract administration while also distinguishing potential issues that require visibility and the attention of Division Management.
Essential Responsibilities:
The Senior Contracts Administrator serves a “hands-on” contract administration role on specific contracts including support for on-going proposal pursuits or collateral contractual agreements i.e. Non-Disclosure Agreements, Teaming Agreements, Bailments, etc. The ideal candidate will work closely with Program Management and Program Finance to anticipate/identify, track and remediate contractual issues to resolution and perform daily contractual administration. The core role of this position is to keep the Contracts Manager informed of Division contractual matters and to serve as an active member of Program Management Teams to advise on contractual issues that may arise during program execution. While the Senior Contracts Administrator works closely with Program Management, Supply Chain and Finance Management, an essential function is to serve as a corporate policy and contracts compliance ‘checks and balance’ for programmatic decisions. The Senior Contracts Administrator is the customer focal point for all customer contractual communications.
Qualifications:
- Requires a BA or equivalent and a minimum of five (5) years of contracts experience associated with DoD/Aerospace contracting. Finance or accounting knowledge favored but not required.
- Excellent written and verbal communication skills
- Experience reviewing routine and moderately complex solicitations and contractual instruments.
- Experience with all phases of procurement—soliciting, flowing down Prime requirements, negotiations and closeouts
- Ability to review, analyze and communicate Customer Request for Proposal requirements to Management
- Familiarity with Government Cost Accounting Practices and working closely with Finance Department Counterparts
- Knowledge of Government Procurement Regulations with emphasis on the FAR/DFARs
- Familiarity with FAR/DFARs Technical Data Rights and SW Restrictive Rights preferred.
- Experience with Cost-type Contracts, Firm Fixed Price Contracts and Incentive Fee Plans and common issues that may arise with these contract vehicles
- Ability to draft, issue, and negotiate routine and moderately complex contractual instruments including non-disclosure agreements, requests for proposal/quotation, and special terms and conditions.
- Negotiation experience with Terms and Conditions and cognizance of Terms and Conditions impact on Program Cost, Deliverables, and Schedule risk as well as Company risk and cash flows.
- Ability to develop risk mitigation strategies with Program teams and/or solutions for risks that arise
- Work with Program Management to assure Division and Subcontractor compliance with contractual /sub contractual requirements during program execution.
- Familiarity with SOX compliance helpful
- U.S. Citizen status is required
- Existing TS/SCI (SSBI) security clearance required
Candidate Must Have:
- Active TS/SCi Clearance
- Experience with Cost-type Contracts, Firm Fixed Price Contracts and Incentive Fee Plans
- Experience associated with DoD/Aerospace contracting.
- Familiarity with FAR/DFARs
